OTTAWA – Helena Guergis demanded answers in the House of Commons on Thursday about the nature of the criminal allegations the Prime Minister’s Office said it received about her.

Guergis was ousted from the Tory caucus and lost her position as minister of state for the status of women in early April.

Prime Minister Stephen Harper said at the time that a credible source had made serious allegations against her, and he referred the matter to the ethics commissioner and the RCMP.

That source turned out to be a private investigator, who testified publicly he came across information about Guergis and her husband keeping company with a businessman charged with fraud. But Derrick Snowdy also said he had no evidence of criminal wrongdoing or otherwise on her part.

Guergis has maintained she was never told the exact nature of the allegations against her, either in her conversations with Harper or the party lawyer.

Snowdy said a list of allegations that did not match his information were included in a letter Harper’s office sent to the ethics commissioner.

“If the prime minister is so confident the party lawyer outlined these allegations to me, will he table this letter in the house?” Guergis said during question period.

Harper was not in the Commons on Thursday as he met British Prime Minister David Cameron in London. The Conservatives have insisted Guergis was made aware of the allegations from the outset.

“The government has ordered the serious allegations to relevant authorities and to the member, and we’ll let those independent authorities do their work,” said Transport Minister John Baird.

Guergis’ statement, made from a far corner of the Commons where she now sits as an independent, was a startling change. Guergis used to sit behind Harper, and stand to applaud his blasts of the opposition.

Liberal and New Democrat MPs sprang to her defence Thursday, saying she has been treated unfairly by the Conservatives.

“Madame Guergis has to stand in the House of Commons and ask, ask the question to the prime minister what happened … what happened here? Why am I being dismissed?” said Liberal MP Siobhan Coady.

“Again it speaks to the secrecy and the lack of transparency, the lack of openness. We have been two months asking these questions.”

Guergis and her husband Rahim Jaffer, a former Tory MP, are scheduled to testify together Wednesday at a Commons committee.

The committee has been looking into allegations Jaffer lobbied government officials without proper registration — an allegation he rejects.

Former chief executive sues Deccan Chargers – Yahoo! India News

London, June 3 (IANS) Tim Wright, a former Deccan Chargers chief executive, is suing the Hyderabad-based Indian Premier League (IPL) franchise for alleged breach of contract for 10 million pounds.

Wright, a former IMG vice-president who worked closely with Lalit Modi in setting up the IPL, was employed as chief executive by Deccan Chargers between June 2008 and January 2009.

Wright accuses Deccan Chargers of illegal payments to an unnamed player, breaking the IPL's salary cap rules, The Daily Telegraph reports.

It also alleges Wright's severance clause of 10 million pounds was not honoured and that his position was undermined when the franchise appointed KPMG to find a buyer for the Deccan Chargers while telling their chief executive it was not for sale.

The Deccan Chargers are owned by the publishers of the Deccan Chronicle newspaper in Hyderabad and were captained by Adam Gilchrist.

Daily Telegraph quotes the court document: 'The first defendant (owner of the Deccan Chargers) offered a player a role within the team without consulting the claimant and a pay increase in the player's IPL contract, contrary to rules of the IPL.'

Wright left his position on the day of the second IPL auction last year. It was claimed at the time by the Deccan Chargers that he was avoiding India after violating the Foreigners Registration Act and would be arrested for breaking visa rules.

In the writ it is claimed that Wright had a string of disagreements with the Deccan owners over a variety of deals, including entertainment rights, a tour to Dubai and the hosting of the Badminton World Championships in Hyderabad.

It also states he was given permission to work in London until the beginning of March but was told he had to report to India in January of that year but would be arrested at the airport. Wright denies the allegations.

The Deccan Chargers owners are fighting the claim and a date is expected to be set Friday to decide whether the case will be heard in London or India.

During Wright's time at Deccan Chargers, the franchise replaced V. V. S. Laxman as captain and sacked coach Robin Singh after they finished at the bottom of the first edition of the IPL.

Government likely to make CRO registration mandatory soon – Yahoo! India News

New Delhi, June 11 (PTI) Clinical research organisations (CROs) working in India will soon have to register themselves with the government to continue their operations in the country, a senior government official today said. “We are soon going to issue a notification making it compulsory for the CROs working in India to get themselves registered with a competent authority,” a senior government official, who did not want to be identified, told PTI. Last year, government had issued a notification making it mandatory for pharmaceutical companies to seek permission from the Indian Council of Medical Research (ICMR) before conducting trials in the country.

CROs conduct the clinical trials on behalf of the drug makers. According to industry sources, the notification is expected to come up next month, which will enable the government to start auditing clinical trials conducted in the country.

The names of certified CROs would be made available on the website of the authority, which will give certification, the official added. The move is seen by industry experts as a step towards making clinical trials transparent in the country.

NGOs and other social organisations have been demanding a complete set of regulations before liberalising the rules governing the sector for a long time. Currently, it is not mandatory for the CROs to get themselves registered with any authority, resulting in mushrooming of a large number of such organisations in the country.

“The ethics committee is already working on formulating guidelines for the sector.

Basic infrastructure for clinical trials is a must,” the official said.

As per industry estimates, the clinical trials sector in the country is expected to become a billion dollar industry in the next three years. Currently, it is in a very fragmented state, with a large number of CROs working from different locations and without any authentication.

Chandigarh, May 24 (IANS) It might take a lot to be No. 1 in any sphere, but the Punjabi spirit of making it to the top by all means – including paying millions of rupees – is showing at least in getting the number '1' on their luxury vehicles.

Chandigarh resident Narinder Singh Shergill is the first one in the region to break the Rs.1 million (Rs.10 lakh) barrier to get the vehicle registration number of his choice – 0001.

Shergill's adventure in picking up the expensive number at an auction here last week – which cost him half the price of the Toyota Fortuner SUV that he recently bought for around Rs.2 million – may have earned him a few angry words from his wife but the proud owner of the number, CH-01AC-0001, has no regrets for paying a high price for the number.

'My wife did get angry when I went home after buying the number at the auction. I always wanted that number and for something that you really desire, the price does not remain important,' said Shergill, who is an agriculturist now dealing in real estate.

'I was shocked initially when I learnt that he (Shergill) had bought the 0001 number at such a high cost. At this price, we could have bought another luxury car or two mid-segment cars,' wife Jaskaran Kaur said.

Shergill had recently received compensation running into nearly Rs.20 million (Rs.2 crore) for a prime piece of land, 20 km from here in Punjab, which the government acquired for expansion of a national highway.

Shergill is certainly not the only one chasing 'VIP' numbers for high prices.

In recent years, nearly half a dozen people have paid up to half a million rupees to pick up the '0001' series number.

In Punjab's Jalandhar city, 150 km from here, a Delhi-based businessman, Pravin Chaudhary, bought the '0001' series number for his luxury Rs.20 million Bentley car for a whopping Rs.725,000 in August 2008.

The non-resident Indian (NRI) owner of a C-class Mercedes bought a VIP number – CH-04-0001 – for that price in April 2007. NRI from Britain, Santokh Singh, was able to get the better of nine other bidders as they tried their best to get the '0001' number in the newly launched series for Chandigarh.

The reserve price for the number was Rs.25,000. Any number of choice comes for a reserve price of Rs.5,000 to Rs.15,000 if it does not have more than one bidder.

'Earlier only influential people used to get hold of VIP numbers. Now, if you have the money and the intention, it's yours for the taking,' said businessman Vikram Singh.

The craze for VIP numbers has been quite evident in the last 5-6 years when the open auctioning of these registration numbers started in Chandigarh.

The highest-ever bid made for any number was Rs.505,000 two years ago for the CH-03-U-0001 series.

The registration and licencing authority (RLA) here has been generating a lot of revenue – running into a few millions – for the government though the sale of numbers.

Chandigarh has the distinction of having one of the highest densities of motor vehicles in the country.

For a population of just over 1.1 million, there are over 650,000 registered vehicles.

However, the VIP numbers do not always fetch such high stakes.

In a previous registration series launched for Chandigarh (CH-03-Z-0001), the number went for just Rs.85,000 as there were not too many bidders for the last alphabet (Z) of the 'CH-03' series.

I’ve been cruising and collecting art for over 30 years. I collect limited edition, signed and numbered prints, which are far less costly than originals, but can still demand high prices. I have some worth over $6000 and others valued at $300. Whatever your reason for collecting, only buy pieces you enjoying seeing. I wouldn’t buy the ugliest Picasso just because it might be a bargain. Unless it’s strictly for investment purposes and will never leave the vault, buy art for beauty and style. With that said, why would you buy art on a cruise ship?

Let’s start with the basics. It’s a cruise, which is a terrific vacation all by itself. Now, assuming you have, or are considering, going on a cruise, most major lines have art auctions at sea. For instance, Princess Cruise Lines, whose parent company owns Carnival and Cunard, has their own internal program. Royal Caribbean uses Park West Galleries and pays them a percentage.

It’s more recently become a fashionable way to spend a few hours and can be enjoyable and rewarding for the patron and the art dealer. Even if you have no knowledge of art, you can learn something at the auction. The presenter will spend a fair amount of time describing various art print processes and mediums, because the vast majority of art is in the form of limited edition signed prints, although they do have some original paintings and sculptures. Then, if no one bids on the piece at the minimum, it’s put aside. If there is only one bid, that one person gets it. If more than one bid occurs, it goes to the highest bidder or, if there are several pieces available, each gets that piece for the highest bid. That’s the way it goes. There is a selling premium or fee then added to the price to cover a variety of expenses, usually 10 to 15 percent. Add shipping or framing if needed and you have your credit card total, charged to your ship’s account. That’s the process in a nutshell.

Now here are my words of wisdom. If you can’t do your homework before the trip, you are relying on the dealer to present a fair price. Depending on the artist or piece, that could be good or bad. If you want an expense piece badly, don’t bid the first day. During a 7 day cruise, you’ll have an average of three auctions. So pass on the opening day, but take note of the art and artist of the pieces you like. Then, when you have the time, head for the Internet Café (which all newer ships have) and Google and research. See what’s been sold and educate yourself. Then wait for the next or final auction, armed with knowledge, which means power.

Finally, don’t let any dealer talk you into any artwork as an investment piece. If it does go up in value in the future, then great. But that’s not always the case. Instead, buy it because you can afford it and you like it. There are both good and bad deals onboard. Lie in the casino, don’t bet the farm. The main thing is to have fun and come away with a positive experience. Bon voyage and happy bidding!

The idea of offshore car registration for tax-free cars has always been popular, but more so in recent times. One of the elements that will be checked during an MOT is the registration plate. This is tested in the MOT test to make sure your registration complies with the Road Vehicles’ display of registration marks regulation.

To pass this element, you must have a clear and visible registration plate that is fixed in place. To comply with regulations it must be the right colour, characters must be straight, the font must be the right font and size, and it must not have any damage or deterioration.

If you own a car, your automobile must have one plate on the front in white and one fixed onto the rear of the car, which is yellow. Vehicles first registered before 1st January 1977 do not necessarily have to follow these exact regulations, as you can use the older silver and black plates. Check with VOSA when your car was first registered and the regulations for your registration plate.

The regulations also vary according to type of vehicle, for instance, motorcycles are not allowed to have single line plates like cars. Another rule is that if your vehicle is registered for the first time before 1st September 2001, you can use registration plates with a three line format.

An MOT test will check that your registration plate is fixed and clearly visible in order to help put in force traffic enforcement cameras in the U.K. It also helps with eye witness accounts. It’s vital that registration plates are correct and up to standard, in order to protect the public and create safer roads.

The registration plate will be checked out by your local MOT test station once a year. However, if you car is under three years old, it will not need to be MOT tested till its third year on the road. In the event that you fail your MOT, your MOT tester should tell you the problem and if it can be fixed. Until it is fixed, you are not legally allowed to drive on the road. You can also seek to appeal against the MOT test station’s decision if you believe it to be incorrect.

There are many factors that influence the public’s interest in the latest and best car models to come on to the market. One such factor that is occasionally overlooked is the introduction of the latest registration plates.

Reports are coming in to suggest that interest in new cars has seen quite a substantial increase leading up to the new ’59 plate’ registrations, that will be available to own from the beginning of September 09.

Consumer confidence is said to be increasing at the moment, if only in small amounts. This upturn is reflected in the housing market where house prices rose by 1.2% during May. Generally, history shows that when the housing market sees a rise in prices, very often the sales of new cars will shortly follow suit.

The property boom of recent years has led to new car sales hitting record highs. Between 2001 and 2007, there were fewer than two and a half million new car registrations issued. When the housing market took a decline in 2008, it was inevitable that the sales of cars also took a decline, with only 2.13 million being registered.

This trend carried over into 2009, with car sales dropping down to 27.9%. However, things are starting to look up and we are maybe seeing the light at the end of the tunnel. Car dealers are reporting increased interest in new cars in their show rooms, so this could be indicative that the motor industry is on the rise again.

The combination of these ever popular new licence plates and the introduction of the scrappage scheme has allowed for orders of new cars to look very healthy.

The 59 plates are significant as they mark the end of the 50 series that first appeared in September 2001. Next year we will see the 10 and 60 registration plate series that will start in March 2010.

It is not only new car buyers that are looking forward to the launch of the last plate in the 59 series. Introductions of new ranges of licence plates are also hotly anticipated by personalised registration plate enthusiasts and avid collectors, as there are a whole new range of possibilities that the XX59 XXX style plate will allow for.

People who may have missed out on getting their initials with the last series of plates will now have a chance with the launch of 59 plates providing them with an opportunity that they won’t want to miss out on.
